v3 breaking changes tracking issue

We probably want to create a milestone for tracking, but for now an issue will do

As discussed at https://github.com/actions/create-github-app-token/issues/136#issuecomment-2895193697 we probably want to eventually replace app-id with client-id or app-client-id in order to align with GitHub's recommendation to use the app's client ID instead of app ID for authentication.
