GitHub Action is failed in self-hosted runner's Set up job.

Is this happening in a GHES appliance?

Yes it was happened in a company's GitHub Enterprise. 3 weeks ago there were no any error yet.

You probably want to open a support ticket. I am not sure which version of GHES you are running nor how Actions are kept in sync in appliances. Outside of when https://github.com/actions/actions-sync is used that is.
