We have that also since recently.
@arxanter I am curious whether this leads to follow-up problems in your case?
I am asking because in our case, it seems to lead to follow-up issues, but we are not sure whether they are related to this cache issue.
In our case, the cache is not restored in the pipeline and causes errors in next steps. So yes, this has a serious impact

I would expect that if you have defined:
fail-on-cache-miss: true
The thing would bail out and not log a warning and continue. Seems to me some additional error handling needs to be done in this action.
