summerwind/actions-runner: update docker to v25.0.3 and docker compose to v2.45.5

This PR updates Docker and Docker Compose in the old set of summerwind/actions-runner-* images:

  • Docker to v25.0.~~2~~3, especially due to the various security fixes found in https://github.com/moby/moby/releases/tag/v25.0.2
  • While we're at it, let's also update Docker Compose to the latest release.

The GitHub managed runners still use Docker v24.0.7 and Docker Compose v2.23.3, so feel free to not merge this PR. Up to the maintainers of this image.

Resolves #3259.
