Create an equivalent Kotlin boilerplate project

The project in this repo currently contains code demonstrating how to deploy Actions on Google fulfillment code written in Java using the Kotlin/Java client library.

The ask of this issue is to create an equivalent project written in Kotlin.

Note: This may require reorganization of the projects contained in this repo, allowing the Java boilerplate code and Kotlin boilerplate code to live alongside each other as standalone examples.
