How to handle pseudo-elements in ACT rules

#2063 brought up the issue of handling pseudo-elements in our rules. We have rules that handle that by looking at the DOM, while others don't. This is probably also going to be impacted by how we handle states.

This issue was raised for the group to discuss how we want to handle pseudo-elements in our rules.
