Update Accessible Name glossary term to reference https://www.w3.org/TR/accname-1.1/

In https://act-rules.github.io/glossary/#accessible-name it says "additional information on how to calculate the accessible name can be found in HTML Accessibility API Mappings 1.0, Accessible Name and Description Computation (working draft)"

Since writing this, https://www.w3.org/TR/accname-1.1/ has been made a Racommendation (on 18 December 2018, so it is a while ago).
