[Chore] Run allusers script on build

Overview

Currently, api/creid must be manually run on develop mode to update the miscellaneous collection.

Proposal

Run the script at build time.

Supplemental Information

api/creid is used to update the allusers document under the miscellaneous collection whenever a registration field is updated manually on the backend.
