Issue description

The form to submit paper attachments (from https://github.com/acl-org/acl-anthology/blob/5b88a60e145ee4cdf8c7d7d3ed086c81ba29c25f/hugo/content/faq/attachments.md#L6) is closed.

Steps to reproduce the issue

1. Go to the paper attachments form (see the link at https://aclanthology.org/faq/).

The form to work.

The form is closed:

We don't have a near-term plan to add this, but I realized I hadn't updated the FAQ. I'll leave this open.

@mjpost Is submitting a GitHub issue still an option for submitting attachments?
