Multiple portals on distinct hosts interfere when connecting to Bourreaux (Redmine 2927)

When portals connected to the same DB but deployed in completely different settings (like on different machines, and not like separate instances of the same deployment) the checks for 'is alive' can fail on one and succeed on the other, resulting in turning off the 'online' flags.

Also, conflicts occur in the tunnel port numbers allocations.

This requires a careful re-engineering of how communication channels are established and monitored.
