Add automatic compression option to 'move/copy files' (Redmine 1950)

The move/copy panel should have a checkbox which allows the user to specify that files are to be compressed as they are moved/copied to one provider to another. Or the other way around, to be uncompressed.

Useful for moving stuff to User-Archive, for instance.
