[database] Scan types can have identical names

There can be several scan types with the same name in the database, which is not supported by at least the configuration module (which identifies scan types by their name).

Possible solutions:

1. Ensure there can be only one scan type with a given name.
2. Support scan types with the same name in LORIS / LORIS-MRI.
