[Issue Tracker] Ticket lost if associated visit or candidate is removed

Is your feature request related to an existing module? For new tickets on the Issue Tracker which have a candidate and/or visit label associated, if the requested task involves the removal of the visit or the candidate, the ticket is afterward inaccessible once the associated visit or label is removed. The ticket information is thus lost and no log or tracking of the request remains.

Describe the solution you'd like This is not ideal behavior, and it would be good to have a way to maintain the ticket even if the linked visit or candidate no longer exist in the database.

Describe alternatives you've considered A warning can be added if the linked visit and/or candidate is non-existent, instead of loosing all information in the ticket.

Additional context Unsure if this is still an issue in 24.0 as it requires removing a visit or candidate. This was brought up previously, and no easy solution was found at the time. May be worth revising for alternative solutions.
