[publication] After successfully proposing project, project doesn't appear in browse list

Describe the bug In publication module, after proposing a project, and receiving the success swal, going back to the browse data table does not show your newly proposed project. the data table needs to refetch the data

To Reproduce Steps to reproduce the behavior (attach screenshots if applicable):

1. Go to 'Publication' module -> 'Propose a Project'
2. Fill in the form and click submit. On success swal, click ok.
3. The form data will clear (which is good). Returning back to the 'Browse' tab, the newly proposed project won't be in the data table, making it seem like the form submission didn't go through.
4. Refresh the page and the entry will appear

What did you expect to happen? After successful submission, the newly proposed project should populate in the data table of the 'Browse' tab
