Rainsinbread refresh should preserve "API Keys": JWT and reCAPTCHA

Describe the solution you'd like The script should preserve these settings for developers. There's no reason to overwrite these with default (non-functional) values from Raisinbread.

I don't see why not, but it's not a release task and there shouldn't be non-release PRs right now.
