Add French and Japanese to RB

This adds français and 日本語 to the language table in raisinbread. They are both substantially translated enough that they could be used for testing/demoing multilingual LORIS.

Since there is now a foreign key for them to reference, the multilingual config settings (studyDescription, projectDescription, and title) have translated versions added for these languages.
