"Terms of Use" blocks account creation in mobile view

The "Terms of Use" are not visible on the login page in the mobile view.

When requesting an account, it provides an error saying the terms of use were not accepted. However, they were never displayed and there is no way to view them when the screen is not in "desktop" mode.
