[module_manager] Add Translations to Module_Manager

This PR is responsible for translating the module module_manager to different languages. Currently only 'Hindi' language is supported but other languages can be added as required.

Testing instructions (if applicable)

  1. Run 'make dev' to load changes
  2. Change language_preference to Hindi in my_preferences Tab
  3. Go to module_manager tab to see translated web page.

These two strings are a part of #10009 . The strings aren't present in this module

https://github.com/aces/Loris/pull/10009 is not yet ready. I just re-review and still needs work.

If this on depends on 10009 please put the blocked label on this one and theblockingone in the other. Also pleas fix https://github.com/aces/Loris/pull/10009 if the case so I can review this one latter on. Thanks.
