Add placeable and carryable flags

Hello everyone, I would like to donate a component of one of my mods to ACE! Since Brett already did something like this, I took his work as a template and rewrote my component.

When merged this pull request will:

• Add flags which can be placed or carried by a unit
  • White
  • Red
  • Blue
  • Green
  • Yellow
  • Orange
  • Purple
  • Black

Flags can be placed to hover

That is to some point intentional. Sometimes you want to place a flag above you on a roof or when you in a trench. Checking for ground level is not possible.

The flags are based on the ones used in the Bundeswehr. They're approx. 50 x 50 cm with a 75 cm long wooden stick. I have no idea how to make a flag model, so I took one from the game.
