Stabilize namesapce target for decorator commands in v4

Some time back we encountered that namespace targeted decorator commands would apply that decorator on all declarations instead of the namespace itself.

This was fixed and the expected behaviour was introduced as an optional feature in Decorator Manager.

In v4 we would like to deprecate the older behaviour and keep the new optional and expected behaviour.
