There's been [some related changes](https://github.com/neovim/neovim/commit/72f630f92dc806e96c064c0e75248c27b26c5171) in neovim as recently as last week, so this looks very much like it was a neovim bug that got fixed.
Can confirm! Same `neovim` version and OS as the OP. I haven't been able to figure out what triggers it to appear...
Thanks for the comments. The idea was very much to have a quick little something in core that I could use in say my `config.nu` to select an appropriate theme...
Now I really want a native `Color` data type 😁
Sorry I never replied. This one a rare occurence of a new version of the rust compiler breaking a dependency. This should have been fixed a long time ago now.
