Same name debug and release dll

In the vcpkg both Release dll and debug dll have the same name, this causes some unexpected behavior if you are not careful enough. Could this be fixed?

Although we acknowledge that dynamic loading is a valid way to use code, we don't encourage it or use it ourselves. We also do not support the vcpkg release ourselves. If this is a general issue, I'd encourage a pull request from someone in the community who understands the naming best practices.
