use new ccl_segb package

ccl_segb package added to requirements.txt installed from github. This should not affect artifacts still using the old ccl_segb1 and ccl_segb2 that were embedded directly in this repo. Once all SEGB artifacts are updated to use the new ccl_segb package the embedded ones can be removed
