Add support for profile that takes speed_pedelec into account
In belgium we have a seperate traffic ruling for speed pedelec's (ebike's that can go up to 45 km/h). these are mapped in osm as https://wiki.openstreetmap.org/wiki/Key%3Aspeed_pedelec Sometimes it can be a bit tricky to navigate in belgium with a speed ped, so having a profile on brouter for it would be great

sorry yeah, should have clarified. There is a sign in Belgium D10, which results in speed pedelecs not being allowed to ride there. So in Belgium we have more than a thousand (and many are probably still unmapped) roads with speed_pedelec=no on them. So this doesn't affect speed, but mainly routing. And I think currently there is no other routing engine that has a speed ped mode to help owners with those bikes to navigate properly

Yes, as polyscias explained above, a preriquisited change in Brouter (lookups.dat) is planned, I hope we can deploy it soon. After deployement it will be easy to create a new profile for speed_pedelec! regards
A further remark: In Germany, speed_pedelecs are -in contrary to bicyles and pedelecs- NOT allowed to use -cycleways (by default vorbiden, when allowed (on many "Radschnellweg" in Germany) speed_pedelec=yes is explecitly set) -cycleway=lane -oneways in reverse direction that are allowed for bicycle
No idee which rules apply worlwide! But if the same/similar rules exist in Belgium, I would create a profile that comply to the 3 rules. (so, I would not wait untill all cycleways are tagged with "speed_pedelec=no")

IIRC, pedelecs are usually considered as e-bicycles, while speed pedelecs as e-motorcycles. And motorcycles are not generally allowed to go on cycleways or lanes.
