access=destination question

Curious, how this gets evaluated. Came to think about it, because car and moped behave differently, e.g.. here https://brouter.de/brouter-web/#map=17/47.13769/11.45333/osm-mapnik-german_style,route-quality&lonlats=11.453183,47.136542;11.452056,47.140008&profile=moped - neither start nor goal are directly on or in the immediate neighbourhood of, or only reachable through, the shortcut way.

Mofa takes the shortcut, where motor_vehicle=destination, while car does not. That is sign 260 in Germany which has a lookalike in Austria, and a moped is motorized there, and likely in many other countries too.
