[FR] Support PEP 770

PEP 770 is in draft state heading towards provisional pending the PEP delegate recovering :) Going to begin creating pull requests so they can be reviewed once the PEP is provisional.

Nice, missed that it has a pyproject.toml component. Needs to be added here and in SchemaStore.

This can be closed, PEP 770 was approved with no pyproject.toml component.
