Is it possible to modify Gitlab Settings-> Outbound Requests -> Allow requests to the local network from hooks and services?

Allow requests to the local network from hooks and services is now disabled by default and will cause all custom hooks to fail inside the private network:

Is it possible to modify this setting programatically so that poor souls like me don't spend hours search for why their webhooks suddenly break?

Is there really no way to do this other than the point and click web ui?
