Fallback mechanism paragraph in README is now misleading after supported platform doc changes done in https://github.com/ably/ably-js/pull/1633, see PR comment https://github.com/ably/ably-js/pull/1633#issuecomment-1968889177 for reasoning.

This PR rewords the paragraph in the context of network conditions and places it in the Using the Realtime API section.
