Missing files causing errors

Every time I attempt a make on Windows 11, I get an error that one file or another is missing. It's most consistently ioctl.h.

I've cloned the repo and used the tarball, following the instructions for both ways (and even attempting to autoreconf on the tarball, just in case). Both encounter problems. I managed to make it work on Ubuntu after some messing around.
