Highlight nets and other mouseover events still active after mouse has left window and other issues

When a net is highlighted and the mouse leaves the window, the net still stays highlighted even though another net might get highlighted later. If the mouse leaves a window next to a tool, the tooltip appears. All these should be fixed by noticing mouse leave events.
