Add llama-cpp-python to Debian repositories

I would like to request the creation of a Debian package for llama-cpp-python. With the next stable Debian release scheduled for about a year from now, it looks like we have a favorable window of a few months to prepare the package and ensure its inclusion before the freeze period begins.
