Are you talking about scale in the sense of zoom? If that is the case MapView provides setZoom() method.

I noticed this same effect even when scrolling in and out or dragging the map around. It loads many unnecessary tiles and thus delays loading of "important" tiles

To be honest the best way would probably to merge old and new and rename this to Snapeda.kicad_sym. However I think there is quite a bit of risk (in merging)...
