add more information/decide release process

I've to admit, that the current release process is not the best ... With the PR #104 we starting to count the semantic versioning up and trying to follow the principles of the semantic versioning.

we should add a description in https://github.com/abapGit/ADT_Frontend/blob/master/DEV-GUIDELINES.md that we aim to use/follow semantic versioning
