Port health factor utility functions from interface

There are some helpful functions in src/utils/hfUtils.ts, that should be exported to the SDK.

[ ] Move hf logic tomath-utils [ ] Document [ ] Standardize usage of these functions in the interface (currently a lot of duplicated logic around hf changes)
