add general config files for reproducible projects

repro should combine different modules in a coherent framework. I think that we should have a configuration file that captures which modules are used. steps This configuration file should include information needed to:

  • Check that needed software is installed and configured (Setup)
  • what open access criteria/FAIR/TOP principles are followed (Creation)
  • How to verify/ How to rerun (Reproduction)

I think it can essentially cover the checksum (cjvanlissa/worcs#72) and entire point needs (cjvanlissa/worcs#60).
