The culprit of slow performance seems to be the fact that all dart code for all tests in one combined dill file for all concurrently-running dart isolates spawned in flutter_tester...

FWIW, flutter.bat calls (shared.bat [which calls](https://github.com/flutter/flutter/blob/master/bin/internal/shared.bat#L105)) powershell script `update_dart_sdk.ps1` (that downloads and unzips dart sdk from the web).
