Add "Managed Runtime Systems" course

"Managed Runtime Systems" is a spinoff of Mario's "Virtual Machines and Managed Runtimes, UCB CS294". In contrast to "Virtual Machines and Managed Runtimes, UCB CS294", "Managed Runtime Systems" is still being taught at University of Crete as CS44. "Managed Runtime Systems" removes some of the historical information from CS294 in an effort to increase the time spent on technical discussion and examples in the classroom.
