Ability to convert non-streamable video to streamable video

Is your feature request related to a problem? Please describe. Now, when forwarding videos uploaded as files in the source channel they arrive the same in the destination channel. Is more convenient to store videos as streaming videos than as files, because they are readily available to watch, in the second case a user has to download them for watching.

Describe the solution you'd like I will like an option that during forwarding, this type of videos to be changed from files to streamable videos.

It is impossible to change file format to video format direct by just forwarding files as a copy.

A file must be downloaded and then again uploaded on Telegram, Only then It's format can be changed into Video format

I"m not talking about non-streamable files, like mkv. I know that those files must be downloaded, changed into a format accepted by TG, and then uploaded. I'm talking about mp4 files that can be streamed. Some users choose to upload mp4 videos as files.

The format doesn't change, those are still mp4 files. I think that TG attaches some tag to them and ignore them as videos, but the format is the same. And I believe that this tag can be manipulated during forwarding, for example, replaced by a "video" tag or something like that.

In the example you give, downloading and uploading again mp4 files doesn't change the format, so what is changing? I believe is some tag that is lost when a file is downloaded.

Hey! This is not related to tgcf. What needs to be done, is basically add the thumbnail attribute to the video file, and change some other properties. A plugin can do that. If any one knows how to code, build it and use it.

If I get time, after finishing all the core features, I will look into it.
