Implement 'top talkers' tool

I'm already in process of implementing utility to parse flows statistics exported via /proc/net/stat/ipt_netflow_flows. Flows stat interface is already moved from debugfs to proc as part of implementing this feature (eaf5c656cd4e93e9ddbe01ffba57654ef91103c8, a696b6a2bf763dc21f683401e38268077a510251).
