fix: detect modularized CONFIG_BRIDGE_NETFILTER

This is a missing fix on 9ed578818bb826ff56e97a4a2625e408d1482322 When CONFIG_BRIDGE_NETFILTER is set as module, #ifdef CONFIG_BRIDGE_NETFILTER will be treated as undefined.
