Find References == Find Callers?

What is the supposed meaning of Find References action for a symbol? I'd expect it work as a symbolic project search, finding all places were the symbol is used. But it does never actually find anything. Does it work as intended or it is a bug?

It rather should be named 'Find Usages', yes. If it's not able to find anything, then it must be a bug. Thanks for the hint! :)
