Persist region fold state across loads

Currently if you fold a region comment, close the solution, and then re-open it, the region will no longer be folded. I request that these be persisted across loads, perhaps in the .userprefs file?

Hmm, I could swear I made filed an enhancement request to the xamarin-bugzilla facing this issue.
