Broken in IE 9 and IE 10

I was working on a feature and after finishing it and testing all other browsers and it's broken in IE 9 and 10. To repro you can go to the example in IE 9 or 10, and see that when you drag any of the elements the placeholder gets attached to the dragging element and you can't change the order.
