further, when clicking on a per-route lock now, all scopes are listed in the auth pop-up rather than only the relevant one.
we could do hacky things in esi to fix this, but it should be fixed in the monolith action `get_services-v1`
we will need a new monolith action, `get_war_info-v2`, which errors with 404s in order to coordinate this change with the ESI endpoint.
yeah. I'd be ok with an `etag` qsarg to function as `if-none-match`

similar to https://github.com/ccpgames/esi-issues/issues/60 I think if any numbered list exists in the original comment it's used to track progress
