add per project email format

Hi,

I created this PR, the idea is to have email notification format to follow the project format setting. There is a bit problem if the header and footer uses a complex text that uses specific format, but I think it cannot be avoided. I also just add the issues related notification, because that is what we currently need, I think other notifications mostly just includes link.

Please review it and let me know if there are any concerns.
