I have the same issue. I tried redmine 3.3.0/3.3.1/3.3.2 + ckeditor 1.1.4. 1.When I add Notes to history, there is no CKEDITOR toolbar. 2.When I edit the existing Notes in the history, there CKEDITOR toolbar.

I have no issue now. I am using redmine 3.4.7 + creditor 1.1.5. When I upgraded redmine, I copied the whole public directory from the old to the new and it was wrong. I should copy public/system only.
