With a lot, lot of work, yes. But I don't plan or have time to do so at the moment.

If that were done, what I would do is the same as for the atmosphere: create a plugin that just provides spherical ocean that can work on large scales, and so it can be added to any project with planets, be it voxel, heightmap, hexes or whatever else.
