Maxspeed field missing in traffic_sign=maxspeed

Traffic_sign=maxspeed is not proposing the maxspeed field, despite it being in the presets https://github.com/openstreetmap/id-tagging-schema/blob/main/data/presets/traffic_sign/maxspeed.json#L5 (and shown correctly in iD)
