People->'bulk import' results in error

When I click on People and then Bulk Import I receive the following error:

Error: The requested address '/users/import' was not found on this server.

Did I configure something incorrectly? I did install this with php7.3, so if that's a likely issue I could attempt rolling back to 7.2.

The bulk import is something that was written mainly for one client and not used again. It has not yet been updated in version 3. My current development copy has removed it from the menu (a previous oversight), but that's not yet up on Github. Every intention of getting it working again at some point, but completing translation fuctionality, testing full PHP 7.3 compliance, and support for the latest versions of MySQL are all higher priority right now.
