[Docker] Laravel Sail Support

As #323 and #316 suggested, we are going to introducing docker support since Laravel 8 uses Laravel Sail to handle docker deployment and development.

We upgrade NOJ to Laravel 8.x and docker version would be available soon later.

So glad to hear about that. As for official docker support, I am going to make that a reality by this weekend based on the template mentioned in #316.
